Move community meeting notes archive here

We need to move the meeting notes archive into GitHub to free up space on HackMD. Ideally, there's a directory here for all meetings with a file for each day's notes, and then that gets slurped onto the website.

Note for automation: Here are the API docs for HackMD: https://hackmd.io/@docs/developer-portal. It looks like the only person who could automate the notes is the owner of the notes, unless we form a team.
