feat: add controllable native operations

Summary

• add cancellable native diff/patch jobs with progress events and input/output limits
• add deterministic C tests, Android API-level runtime assertions, and iOS simulator coverage
• upgrade React Native/CLI/release tooling and remove vulnerable tmp/ip/tar/fast-xml-parser dependency paths
• expand the Web Playground, bilingual docs, package consumer tests, and streamlined CI matrices

Rollout

After merge: rerun Native Core Benchmark, publish 0.3.0-beta.1 through npm trusted publishing, run Registry Consumer Canary against the beta, then promote 0.3.0 after all checks pass.
