fix(common-lint): resolve and pin C lint tool requirements

Description

Updates the common lint workflow to resolve both clang-format and cmakelang versions from lint-c dependencies, first from the current project and then from third-party/lizardbyte-common when available. It now exports both resolved requirements to the environment, installs the pinned cmakelang version, and keeps graceful warnings/fallbacks to latest versions when pins or submodule checkout are unavailable.
