Triggers the isolated offline owner compiler proof against the exact inactive sul detail candidate and immutable worldwide physical surface. The workflow compiles representative low-zoom, former split-boundary, and city tiles; requires authoritative land, preserved regional detail, no synthesized landcover, and no runtime merge. This PR does not activate any candidate or change production routing.
