sul,nordeste, andsouthern-zoneare excluded because their raw detail candidates already completed. Uploadable outputs remain inactive in the isolated replacement-candidate release; oversized outputs are classified for deterministic exclusive owner partitioning. No production routing, Render, Neon, or active tiles are changed.
