Triggers the complete final-owner build for all 51 formerly forced-split families. Each job rebuilds the original unsplit source, creates authoritative exact-region land, compiles immutable z11–16 owner partitions offline, enforces the GitHub asset ceiling, uploads inactive candidate assets, and contributes to a global ownership manifest that fails on missing families or overlapping owner cells. No production routing or live-map changes occur in this PR.
