Keep the Items-tab tooltip generic while directing users from other tabs to the setting. Narrow UI wording change; user validated the rendered text. Peer review is optional under local policy.

Description
Clarifies the Ctrl+D stat-difference tips outside the Items tab, while keeping the existing generic wording inside the Items tab.
Root cause
Tree jewel tooltips use the Items-tab stat-difference setting, whereas Ctrl+D in Tree toggles a separate Tree setting.
Closes #10074.
