…f5cd The workflow-staleness gate (no_stale_governance_reusable_pin) failed because the pin (5a93d9d) was 33 commits behind standards HEAD. Refresh to current standards SHA as the gate instructs — satisfy the gate, not bypass. (governance.yml SPDX still reads PMPL-1.0-or-later = a separate licence-normalisation miss, left for owner.)
