Summary

• Bump the plugin to 1.1.0 so the Cursor Marketplace can pick up the PlanetScale operating skills submodule
• Update the changelog and release-please manifest to match

The previous skills addition did not use a conventional commit, so release-please never opened a release PR. This mirrors the release PR format so the release workflow can tag v1.1.0 and upload the bundled tarball (including skills/).

• Merge this PR
• Confirm GitHub Actions Release creates v1.1.0 with planetscale-cursor-plugin.tar.gz
• Confirm the tarball includes both database-skills/skills/ and skills/
• Resubmit/update at https://cursor.com/marketplace/publish for Cursor review
