Pairs each supported Python version with its matching cibuildwheel selector, eliminating the Cartesian matrix and exclusion list. Marks the configured primary version explicitly so linting, checks, and test-result reporting run on the correct matrix row. Removes the hardcoded Python 3.11 reporting gate from the C++/WASM workflow.\n\nValidated by rendering both C++ variants for Python 3.10, 3.11, 3.12, and 3.13 and parsing each generated workflow as YAML.
