Pins actions-ext/cpp/setup at functional commit 51c484ef64088c62434226039d0e3359f5fc8df6 in the C++ and C++/WASM templates. Consolidates dependency installation and removes duplicated vswhere, vcvars64, and CIBW_BEFORE_ALL setup from Windows jobs.
Rendered and actionlint-validated both variants for Python 3.10 through 3.13.
