tcsendbreak()fails withENOTTYfor pseudo-terminals on DragonFly BSD, like on FreeBSD, NetBSD and OpenBSD.Manual backport of GH-154415:
skip_enotty_error()only exists on the main branch, so the platform is added to the inline check.
